Joyce Holds Hearing with Office of Personnel Management Director Kupor

WASHINGTON, D.C. – Today, House Appropriations Financial Services and General Government (FSGG) Subcommittee Chairman Dave Joyce (OH-14) questioned Office of Personnel Management (OPM) Director Scott Kupor on the Administration’s spending plan for the remainder of Fiscal Year (FY) 2026 and its priorities for FY 2027. The hearing also covered the role OPM plays with respect to federal human resource policy, employee healthcare and retirement benefits, hiring standards across the civil service, and technology modernization, among other issues.

“In 1979, Congress passed the Civil Service Reform Act, which disbanded the United States Civil Service Commission and reassigned most of its functions to three newly established agencies, including OPM. Over the last year, OPM has played a central role in implementing this Administration’s workforce modernization initiatives,” said Congressman Joyce in his opening remarks. “I have no doubt that many of my colleagues will have questions about policies implemented by OPM and how those decisions have impacted their constituents. I look forward to discussing OPM’s work over the last year and their expectations for FY 2027.”
